With a stronger focus on student results as a performance indicator, strategic behavior (gaming) of schools will increase. This study describes different forms of strategic behavior. It studies various indicators of strategic behavior, in order to find a simple instrument the inspectorate can use to detect gaming.

Status: A first, descriptive study has been made. Preparations for a follow up are made.
